“Simplest explanation” and “good faith” are criteria The Doctor should NOT 
apply when determining if there has been an infraction of Law 73F. Instead 
the criteria that The Doctor should apply are “could have known” and “no 
bridge reason”.

Until directors start to rule as Richard implies they should,  law-breakers 
will continue to be rewarded and encouraged. An unrelated but common 
example: when a player pulls a wrong card from the bidding-box, he can 
easily convince himself that it was a slip of the mind rather than a slip of 
the hand. Unless directors lean heavily towards the latter interpretation, 
however, they overly penalize the dwindling rump of honest players.
