Indeed not necessary, when instead the Lawbook
has many sections on the _prevention_ of a player's
intentional irregularity for the benefit of that player's
side (i.e. ch**t*ng).

For example, dummy cannot usefully send finger
signals to declarer because Law 43A2(c) prohibits
dummy from peeking at a defender's cards.
