Others have pointed out that...
 
1. You should take the club finesse if RHO shows out on the first round
2. Play a show-up squeeze if RHO shows out on the second or third rounds.

If the director spots these marginal improvements, should he allow declarer to 
take advantage of them, if thy weren't mentioned in the original claim 
statement?

IMO, the law specifically allows (1) and some directors would allow a declarer, 
whom they admire, to take advantage of (2).
